(PAU BARRENA/AFP via Getty Images) OpenAI on Thursday announced proposals to give local communities greater influence over data center development amid growing concerns about the facilities' electricity demands, water consumption, and environmental impact, Politico reported . The announcement came a day after Democrats won sweeping election victories, as concerns about artificial intelligence and the expansion of data centers emerged as campaign issues that Republicans struggled to address.

The new framework, directed at local, state, and federal policymakers, calls for requiring large electricity customers to cover the additional costs they impose on power grids, protecting residential customers from higher utility bills, and allowing utilities to reduce electricity supplies to data centers during periods of peak demand.

OpenAI also proposed requiring developers to disclose information about water and energy consumption, noise levels, and potential employment opportunities. The company also called for restricting nondisclosure agreements that have prevented some communities from learning details about proposed data center projects.

OpenAI also pledged to cover the full costs of electricity and related infrastructure, prioritize water-saving cooling systems, work with local labor unions to fill jobs, and finance community improvement projects selected by residents. The proposals reflect mounting political pressure on the technology industry as communities question whether the economic benefits of AI infrastructure outweigh higher electricity costs, environmental concerns, and strains on local resources.

Democrats also capitalized on voter frustration over affordability and the expansion of AI infrastructure in Tuesday's elections. OpenAI has acknowledged public opposition to data centers. The company previously outlined plans to refer to the facilities as "compute campuses," a term intended to present its expanding infrastructure projects in a different light. © 2026 Newsmax.
